European Commission and brotherism, Hezbollah in Europe, Indiana University

A weekly round-up of social media platforms, their activities and operating methods, the studies, reports and surveys that document them, as well as the measures taken by governments in Europe and North America. Published every Monday morning (Paris time).

How does CERIF’s weekly monitoring service work? Click to expand: what you see, where it comes from, the sources used, and the selection criteria.

What is it?

The Observatory publishes a weekly watch every Monday at 7 AM on Muslim Brotherhood networks and organized political Islam. You'll find 9 carefully selected articles on average from verified sources, organized by geographic zone (France, Europe, United States, Canada, Australasia).

How does it work?

  1. IN BRIEF (top): three paragraphs that give the week's significance - not a repetition of articles, but an analysis of convergences, shifts, silences.
  2. IN DETAIL (bottom): articles organized by region in clickable tabs. Click a zone to see only what's happening there.

Where does it come from?

The watch draws on a public list of about 125 sources maintained by CERIF: some forty specialised research centres (GWU Program on Extremism, ISGAP, Hudson Institute, Policy Exchange, AK Polis, DPI Austria, EM2C…) and some sixty press titles (France, Belgium, UK, US, Canada, Germany, Austria, Spain, Italy…), plus official sources: ministries, prefectures, courts, parliaments.

Every Monday an automated assistant reads the research centres one by one and sweeps the press and official sources through targeted searches, zone by zone. Some major dailies block automated reading; they are then covered by search rather than direct reading. A source-by-source coverage report is kept for each edition.

Selection criteria: each article must directly address Muslim Brotherhood networks or organised political Islam, date from less than two weeks ago, and link precisely to a primary source or an established press title. Aggregators and sites of uncertain reliability are excluded.

Who validates?

Nothing is published without review: each edition is proposed as a draft, then read and validated by CERIF's team before going online. The cycle combines systematic coverage with human editorial judgment.

France

  • In the wake of Laurent Nuñez’s visit to the Grand Mosque of Paris (12 March) and his return to the Senate (8 April), several opinion pieces have criticised the Home Secretary’s ‘soft approach’: Causeur, Atlantico (4 April) and Boulevard Voltaire (9 April) have questioned his “zigzagging” stance on Islamism and his position on the hijab for young girls, ahead of the draft bill on separatism expected to be presented to the Council of Ministers at the end of April.

Europe

  • In an article by Robert Williams published on 17 April, the Gatestone Institute claims that the European Commission, through its programmes, funds organisations linked to the brotherist movement such as ENAR (European Network Against Racism) and FEMYSO (Forum of European Muslim Youth and Student Organisations), despite its denials. The article draws on a December 2025 report claiming that these groups “exploit EU funding to advance their agenda”. The author denounces a cycle of self-legitimisation: European institutional recognition enables these actors to secure further funding, whilst accusations of ‘Islamophobia’ are said to deter officials from taking action.

  • The Documentation Centre on Political Islam (DPI), based in Vienna, has published a study led by Lina Khatib (Chatham House) with contributions from the expert Anrike Visser. The report analyses Hezbollah’s financial structures in Europe and documents its links with companies operating globally, as well as with both legal and illegal economic networks.

  • The FSU has sent a 34-page letter to Steve Reed, Secretary of State for Communities, announcing a judicial review of the government’s definition of ‘anti-Muslim hostility’. The application cites six grounds for illegality, including the use of vague concepts such as “prejudicial stereotyping” or “negative characteristics”. A Sikh organisation has simultaneously launched a crowdfunding campaign to support the legal action.

    The Week · 14 April 2026

  • A Sikh organisation has launched a crowdfunding campaign to join the Free Speech Union’s legal challenge against the government’s definition of ‘anti-Muslim hostility’, arguing that this vague legal concept threatens freedom of expression on religious matters.

    The Week · 14 April 2026

  • An event held at the European Parliament, reported by the European Times, focused on the objectives of the Muslim Brotherhood movement in Europe and beyond, following the US federal designation of the Lebanese, Jordanian, Egyptian and Sudanese chapters.

United States

  • Following a letter from eight elected representatives from Indiana, the university confirmed that its Muslim Philanthropy Initiative (MPI) had organised joint training sessions in July 2025 and January 2026, in Istanbul and Indonesia, joint training sessions with Hayat Yolu, which was designated on 12 March 2026 by OFAC as a ‘sham charity’ funding Hamas. The university has suspended the programme’s activities and announced a review of all its partnerships.

    Algemeiner · 7 April 2026

  • The internal investigation conducted by Indiana University concluded that its Muslim Philanthropy Initiative had not breached federal or state law, as its activities with Hayat Yolu had ceased prior to the OFAC designation on 12 March. The university has, however, suspended new partnerships, reviewed existing collaborations and announced a strengthening of its due diligence procedures.

    Indiana Public Media · 9 April 2026

  • The Jewish News Syndicate has documented the timeline of exchanges between the MPI and Hayat Yolu, noting that the OFAC designation of 12 March concerned four Turkish ‘sham charities’ that had provided ‘significant material support’ to Hamas.
