On 8 October 2026, the European Parliament adopted the resolution on "the need for an EU strategy against Islamist entryism and the influence of the Muslim Brotherhood network" (B10-0424/2026). This analysis deals strictly with the distribution of votes, established from the named lists visible on the screenshot of the minutes of the roll-call votes; it is consistent with the totals shown there. The full official PDF and any vote corrections remain to be checked.

1. Outcome

The text is adopted by 381 votes for, 167 against and 15 abstentions. On a theoretical basis of 720 seats, 563 Members took part in the vote, i.e. 78.2%. The 381 votes for exceed by 20 the threshold of the absolute majority of component Members (361 of 720); this threshold was not required for the adoption of a motion for a resolution, which is decided by a simple majority of the votes cast. The reference "B10-0424/2026" denotes a motion for a resolution; the absence of the "RC" prefix distinguishes it from a joint resolution negotiated among several groups, but does not by itself establish which group is its author.

Cohesion index (Hix, Noury, Roland): (votes for the majority option - 0.5 × votes for the two other options) / group voters. 1 = unanimity, 0 = maximum division.

The configuration is a left-right cleavage with no group exception: the five groups of the centre and the right (PPE, Renew, ECR, PfE, ESN) vote mostly for, the three left-wing groups (S&D, Verts/ALE, The Left) vote mostly against. The non-attached members, who do not constitute a political group, are split among the three options. Internal cohesion is very high in all the constituted groups. The groups that make up the usual majority supporting the Commission - PPE, S&D, Renew - do not vote the same way.

3. Notable individual votes

The deviations are recorded as they appear on the screenshot of the minutes. The vote establishes voting positions, not their motivations. These records are given subject to vote corrections (see section 6).

  • Renew: two French abstentions, Pascal Canfin and Bernard Guetta; the group chair, Valérie Hayer, votes for. Three votes against: Oihane Agirregoitia Martínez (PNV), Michael McNamara (Ireland), Vlad Vasile-Voiculescu (USR, Romania).
  • PPE: a single vote against among the group's 144 voters, that of Sirpa Pietikäinen (Finland).
  • S&D: 84 against, 2 for (Francisco Assis, Nils Ušakovs), 1 abstention (Niels Fuglsang, Denmark).
  • Verts/ALE: one vote for, Alice Kuhnke (Sweden). The Left: one vote for, Robert Gabel (Germany).
  • Non-attached members: the six Members elected on the BSW list in 2024 abstain; Grzegorz Braun and Diana Iovanovici Şoşoacă also abstain. Among the non-attached members, those voting for include notably Malika Sorel (France), Fernand Kartheiser (Luxembourg) and Members of the Slovak Smer; Branislav Ondruš, elected for Hlas-SD, is to be distinguished from Smer.
  • Non-participation in the vote: Jordan Bardella and Raphaël Glucksmann do not appear in any of the three named lists. The absence of their name does not establish a physical absence from the sitting.

The national labels are given subject to reservation: the screenshot establishes the European group and the direction of the vote, not national party membership as at the date of the vote, which would require a dated source.

5. Comparison with the vote of the National Assembly

The vote reproduces the left-right cleavage observed in the National Assembly during the adoption, on 22 January 2026, of the European resolution calling for the Muslim Brotherhood movement to be placed on the EU's list of terrorist organisations: 157 for, 101 against, 1 abstention - that of Josy Poueyto, Les Démocrates group. In both votes, the favourable votes come from the right, the far right and the centre, the against votes from the left.

6. Methodological reservations

  • Source and verification. The counts come from the named lists visible on the screenshot of the minutes (P10_PV(2026)10-08(RCV)) and are consistent with the totals shown there. The full official PDF has not been consulted in its entirety.
  • Vote corrections. Members may report a voting error after the fact; these corrections, published in an annex to the minutes, do not change the official result. Their checking remains to be carried out for all voters in this vote.
  • Explanations of vote. Not consulted during this verification; where applicable, they would appear in the verbatim report of the sitting.
  • National affiliations. Attachments to national parties are indicated subject to reservation: the screenshot establishes the European group and the direction of the vote, not party membership as at the date of the vote.
